Contrary to popular belief, gambling isn't universally legal across the country. The right to regulate gambling is left to individual states, not the federal government. As of now, only two states Utah and Hawaii have completely banned all forms of gambling.

What did happen was that the international version of most games used to be prohibited for minors. To avoid that for the localized versions, Rockstar Games deliberately removed some elements in the german version and enforces a regional block for german users to not allow tham to play the uncut version.
